According to statistics, the proportion of enterprises in China’s science and technology R&D investment has reached 76%, which is much higher than the proportion of the government, scientific research institutes, and professional schools. Zhang Chuanxiong, deputy director of the Science and Technology Development Department of China Textile Federation, took the topic of “Current Situation and Trends of China’s Textile Science and Technology Innovation” to discuss China’s overall science and technology innovation environment and the current situation of science and technology innovation in the textile industry. Four major themes were shared: , technological innovation trends in the textile industry, and thoughts on enterprise technological innovation and development. According to reports, China’s comprehensive innovation capabilities ranked 12th in the world in 2021, up 2 places from 2020, and ranked among the top 15 for three consecutive years; China’s global innovation ranking ranked first among middle-income economies, surpassing Japan, Israel, Canada and other developed economies. Among the top ten scientific advances in China in 2021, “realizing large-scale preparation of high-performance fiber lithium-ion batteries” is closely related to the textile industry. In the sequence of manufacturing powers, compared with the United States in the first array and Japan and Germany in the second array, the gap between China and China is constantly narrowing, and the pace of catching up continues to accelerate.
When talking about the current status of industry innovation, Zhang Chuanxiong said that it is necessary to improve the level of high-value processing and application of natural fibers, promote the local substitution of chemical fiber technology and equipment, promote the green transformation and upgrading of the industry, and accelerate the intelligence of core technologies and equipment. It has become a trend for industry innovation to transform, improve the ability to independently support major high-performance fibers, and cultivate high-end industrial textile processing and preparation capabilities.

Deputy Director of the Science and Technology Development Department of China Textile Federation�Sun Ximin, Director of the Standards Department, introduced in detail textile standards, the differences between various standards, and the workflow for standard project declaration. “Standards come in different forms but have unified formulation procedures.” Sun Ximin used the question “What are standards?” as a guide to describe the difference between standards promulgated by the government and standards independently formulated by the market. Provide answers one by one to the field selection, channels, focus, post-project work, etc. in the application process.
There are currently 71 categories of industry standards in our country, and the textile industry is one of them. He said that standards must meet three conditions: necessity, feasibility and practicality. Enterprises can choose to apply for a national/industry logo, a group logo or an enterprise logo according to their own circumstances to solve the problem. By proposing or participating in the formulation of standards, we can further dominate the local, industry, national and even international discourse.
Feng Li, director of the Science and Technology Innovation Department of the Science and Technology Development Department of China Textile Federation, introduced the current situation of intellectual property rights in the textile industry and the construction of innovation platforms. During the “13th Five-Year Plan” period, the quality and quantity of patents in my country’s textile industry have been effectively improved, with an increase of 28% compared with the authorized invention patents during the “12th Five-Year Plan” period. From 2016 to 2020, the annual increase in new invention patents ranged from 6,300 to 8,100, and a total of nearly 30,000 valid invention patents were authorized. The number of invention professional authorizations in the industry maintained rapid growth. The textile industry innovation platform is an important part of the textile industry’s technological innovation system. It has been certified and released annually since 2018.
Feng Li explained in detail the application conditions and procedures for the China Textile Federation Patent Award, the China Patent Award and the Textile Industry Innovation Platform, and briefly introduced the China Textile Industry Federation Science and Technology Award, the Ho Leung Ho Lee Foundation Science and Technology Award Technology awards, solicitation of dual-use technical functional fabrics for both military and civilian use, and other scientific and technological work.
Wang Ning, deputy director of the Science and Technology Planning Department of the Science and Technology Development Department of China Textile Federation, introduced the main work content, recommendation of key projects, evaluation of textile science and technology achievements and application for science and technology awards. Taking Zhongfu Shenying Carbon Fiber Project as a typical case, the procedure and content form of scientific and technological achievements evaluation were explained. He emphasized that we must adhere to the principles of seeking truth from facts, scientific democracy, objectivity and fairness, and emphasizing practical results to ensure the fairness and scientific nature of the evaluation of scientific and technological achievements.
The textile industry science and technology award program began in 1978. From 2016 to 2021, a total of 549 achievements won the “Light of Textile” China Textile Federation Science and Technology Award, and a total of 16 achievements across the industry won the National Science and Technology Award, 12 of which were recommended by the China Textile Federation.
